American Recovery and Reinvestment Act (ARRA) Legislative Affairs
How the Federal Economic Stimulus Bill helped Longmont
On February 17, 2009, President Barack Obama signed the American Recovery and Reinvestment Act (ARRA), but most
people know this legislation by the name “federal stimulus.” More than $783 billion dollars
are designated for various programs throughout the nation, and the stated purpose of the ARRA is to preserve and create jobs and promote economic recovery; assist those most impacted by the recession; and to invest in transportation, environmental protection,
and other infrastructure that will provide long-term economic benefits.
Funding may come from the ARRA to Longmont through several avenues:
1. Direct allocations to the City - Community Development Block Grants and Energy Efficiency and Conservation Block Grants
2. The State of Colorado – grants and competitive processes (including energy, water and transportation funding)
3. National Competition – national competitions with funding from federal agencies such as Housing and Urban Development (HUD)
Below is a list of grants that the City staff is applying for on behalf of Longmont, as well as a list of formulary dollars the City will receive from the ARRA:
What the City of Longmont applied for
- Neighborhood Stabilization Program – purchasing foreclosed homes, rehabilitating
them and reselling them at an affordable rate
- Assisted Housing Green Retrofits – in support of the Longmont Housing Authority's application to retrofit “green” energy
conservation measures on the
properties
- Homeless Prevention and Rapid Re-Housing Program (HPRP) – short-term rent assistance and other opportunities to keep
people from becoming homeless due to foreclosure
- Smart Grid Technology – new electric
opportunities to manage energy flow based
on demand
- COPS and Edward Byrne Grants – law
enforcement personnel for municipalities
- Clean Diesel and Alternative Fueled
Vehicles – retrofitting existing diesel motors
and purchasing alternative fueled vehicles for
the City fleet
- Assistance to Firefighters Grant – retrofit/
upgrade fire stations and equipment
- Water and Wastewater Projects - infrastructure upgrades
- Broadband Technology Opportunity Program - public computing sites
- National Endowment of the Arts Grants - jobs preservation in the arts
